Chad Green Battles Back: Republican Delegate Eyes Re-Election in Tight District 69 Race
District 69 leans Republican but margins have gotten tighter the past several elections.

After two successful years representing District 69, Republican incumbent Chad Green will face Democrat Mark Downey and independent Valerie Beverly on the November ballot.

Mark Downey, the Democrat, is a pediatrician who says he is running to help provide state funding for child gender transition care and to “end the HIV epidemic in Virginia.”

Chad Green is a lawyer and the current Republican Delegate.  During his first term, seven of Green’s sponsored bills have become law including legislation allowing high school Junior ROTC classes to satisfy physical education requirements and a law making at a crime for an adult to knowing allow a minor to operate a motor vehicle without a license.

A former York County Supervisor, Green ran in 2023 to “oppose the soft on crime agenda, stand up for our values, cut taxes, and pass common sense policies to create jobs and improve Virginians’ standard of living,”

This past session, Green worked on issues surrounding education, election integrity, and lower taxes. Should he be reelected, Green says he will prioritize lowering taxes to help lower the costs of living and public safety. (RELATED: Adams and Taylor Face Rematch in HD82)

“I’m big on ‘fund the police,’ not ‘defund the police,’” he said. Green’s great-grandfather was the first police office in Newport News killed in the line of duty.  

Other issues Green has focused on while serving District 69 include pension support for 911 dispatchers, clean drinking water, standardized school cell phone policies and increased penalties for criminals who use a firearm to make a threat.  

Green recently signed onto a GOP backed open letter denouncing Abigail Spanberger’s energy initiatives for driving up consumer costs. (RELATED: Del. Batten faces 2023 Rematch for House District 71)

“Her plan doesn’t add capacity — it just tries to make Virginians comfortable with less,” the letter says. “Virginians deserve an energy policy that expands capacity, reduces volatility, and makes us stronger — not more vulnerable. That starts with honest conversations about what it takes to power a modern state.”

Green has been endorsed by the Virginia Farm Bureau Federation while Downey has been endorsed by the abortion advocacy group Repro Rising.

District 69 includes parts of Newport News and Gloucester, York, and James City counties and is considered a district that “leans Republican” though margins have been close the past several elections.

Also running in the race is Independent Valerie Beverly is an insurance agent and ordained minister who says she will “prioritize Community-Centered governance, by prioritizing practical, real changes that directly benefit working families in our local & rural communities.” She says her first priority will be to strengthen and increase the presence of labor unions in Virginia.
